Pooled services for better energy efficiency

The PEACE_Alps project aimed to develop centralised services to facilitate sustainable energy planning and accelerate the implementation of local actions concerning the mitigation and adaptation to climate change, in the following areas: centralised energy management (for public building parks); renovation of public buildings and/or lighting; adaptation to climate change (vulnerability analysis, adaptation measures).

Based on a bottom-up approach involving local authorities' services and key territorial actors, the project consisted in analysing the bottlenecks in the implementation of the actions defined in the climate-energy plans. In order to support the action of several local authorities from the same territory, it facilitated the establishment of centralised services, such as joint purchasing procedures or shared territorial technical services.

While searching for financing remains a priority, these actions are characterised by an original approach aiming at obtaining energy efficiency of dispersed rural buildings with heritage value.

Reflecting upon the use of public buildings, providing energy renovation solutions and pooling projects

The project had several phases:

  • Survey among public authorities on the levers and obstacles for implementing their actions
  • Action learning on the “climate change adaptation“ aspect of Sustainable Energy and Climate Action Plans
  • Reflection carried out with the regional nature parks to accelerate the rehabilitation of public buildings in the parks, built around three axes: reflecting upon the use of public buildings, providing energy renovation solutions for the architectural heritage and pooling energy renovation projects
  • Recommendations for decision-makers to favour pooled solutions
  • Communication about the project
