Fostering investments in energy refurbishment of public buildings
STEPPING PLUS is a European project of the Interreg MED programme co-funded by the European Regional Development Fund (ERDF) and ADEME, which brings together a consortium of 8 partners whose objective is to foster investments in energy refurbishment of public buildings by implementing Energy Performance Contract (EPC) for the renovation of buildings in the mediterranean area.
Indeed, innovative financial mechanism, such as Energy Performance Contracting (EPC) can be a valuable tool to foster investments in energy refurbishment of public buildings. Due to the former STEPPING project, the 3 "GIVER partners", coming from Italy and France, have acquired good experience in the specific field and can now transfer their knowledge and the main outputs achieved to 6 "RECEIVER partners". This will be done thanks to the added value of a transnational approach that allows to mutualize different solutions.
How does this project fit in with the EU Renovation Wave Strategy ?
The improvement of energy efficiency of the public buildings can provide a valuable contribution to the Strategy on the Renovation Wave recently launched by the EU Commission. The initiative intends to double Europe’s renovation rate in the next ten years and in this way to contribute to making the continent carbon neutral by 2050. Europe’s buildings account for 40% of EU energy consumption and 36% of greenhouse gas emissions. This is also true in MED Area, where there is also a huge potentiality for energy savings, mostly in public buildings which are generally outdated and in need of renovation. Energy renovation of public building is, thus, essential, but significant effort is needed to stimulate investment. As demonstrated in STEPPING projects, innovative financial mechanism, such as Energy Performance Contracting can be a valuable tool to implement interesting energy efficiency packages.
